Stand against surrogacy in Europe!

In March of this year, we reported that an effort to legalise surrogacy by the Council of Europe was rejected by only one vote in the Parliamentary Assembly's Social Affairs Committee.

But, only 6 months later (21 September), another similar proposal was made by the Socialist, P. De Sutter. Thankfully, it was not adopted. However, at the same time, a draft decision was presented to the Committee of Ministers by the Commission, in order to develop "European Guidelines Concerning Children's Rights in Respect of Surrogacy."

And, although the committee did not approve the proposal seeking to legalise some forms of surrogacy, it did not speak out in favor of a complete ban, either.

This could mean that the Assembly may not condemn this practice which is offensive to human dignity, thus opening the door for the spread of surrogacy in Europe.

Next week, on Tuesday, 11 October, after amendments have been proposed at committee level and voted on, the Parliamentary Assembly will then vote on this draft in a plenary session in Strasbourg.

This petition, therefore, asks the representatives at the Parliamentary Assembly to clearly condemn all forms of surrogacy as a violation of human rights and human dignity!

Here is the timeline:

On Tuesday, 11 October, amendments on the tabled recommendation on surrogacy will be discussed and voted by the Committee on Social Affairs, Health and Sustainable Development.

Just after this debate, on the same day, starting from 16.30, the same text and the amendments will be discussed by the Parliamentary Assembly of the Council of Europe in a plenary sitting. 

By this petition, we are strongly encouraging the representatives to attend these meetings and to vote IN FAVOUR of the amendments which will ask for a total ban on surrogacy. If, however, these good amendments don't pass, we are encouraging the representatives to vote AGAINST this draft recommendation.

URGENT - Please attend COE meetings and take all possible steps to stop surrogacy in Europe

For the Kind Attention of Council of Europe Representatives -

Dear Sir/Madam,

The practice of surrogacy undermines the dignity of a woman, as it turns her body and reproductive function into a commodity.

And, all forms of surrogacy ignore the child's human rights and dignity.

In addition to the dubious financial arrangements often made by intermediaries for the "maternity services" provided by the birth mothers, a direct question about the ethics of manipulating a child's identity and parentage must be asked. According to the latest research, isolating and depriving a child of his or her birth mother is actually harmful to that child's development and well-being.

Therefore, the upcoming debate and vote on surrogacy in the Council of Europe may be a once-in-a-lifetime opportunity to initiate an international ban on surrogacy. However, that is only if you vote to amend the current proposals; otherwise, with no amendment and because of their ambiguity, the current proposals could, in fact, open the door to the acceptance of surrogacy in Europe.

On Tuesday, 11 October, amendments on the tabled recommendation on surrogacy will be discussed and voted on by the Committee on Social Affairs, Health and Sustainable Development.
