The Conservative Government has proposed imposing an extreme abortion framework on Northern Ireland which goes far beyond the existing law in England, Wales and Scotland – and the limited changes strictly necessary for the Government to comply with the Northern Ireland (Executive Formation etc) Act 2019. These proposed changes would likely lead to the loss of many more lives to abortion.


The proposed extreme abortion framework would include:


  • Disability selective abortion for any disability including Down’s syndrome, cleft lip and club foot, right through to birth.

  • Abortion on demand, for any reason including sex-selective abortion, through to either 12 or 14 weeks.

  • De facto abortion on demand for any reason up to either 22 or 24-weeks.

  • No legal restrictions on locations where abortions can take place - abortions could be performed almost anywhere including schools, mobile abortion clinics and through ‘Facetime’ consultations.

  • There will be no requirement that a doctor must be involved – health visitors, dieticians, art therapists and hearing aid dispensers could provide abortions.

  • Twin abortion, where parents select one baby to live and one to be aborted, will be legalised.

  • Young girls will be able to get abortions without their parent’s consent.

  • It will be legal to leave babies born alive after an abortion to die without any medical support.

  • Partial-birth abortion will be legalised.

  • There will be no provision mandating that pain relief be given to babies during abortions.

  • It would be more difficult to prosecute men who slip abortion pills into a woman’s food.


This proposed abortion framework is a blatant attempt by the Government to further undermine the will of the people of Northern Ireland and would likely lead to an even larger increase in the number of lives lost to abortion in Northern Ireland.


It is astonishing to see a Government that claims to voters that it is neutral on abortion and supports devolution, to choose to go beyond what is legally required and force the United Kingdom’s most extreme abortion framework on Northern Ireland.


The Government is now deciding on whether to go ahead with introducing this extreme abortion regime. Please sign our petition to Boris Johnson now to make it clear that he should not introduce this extreme abortion framework to Northern Ireland on March 31st.

Dear Prime Minister,

In July 2019 an amendment was passed to the Northern Ireland (Executive Formation etc) Bill requiring the Government to introduce a new abortion framework for Northern Ireland that would have to be implemented by 31st March 2020.

Despite Stormont being back, your Government has now proposed imposing an extreme abortion framework on Northern Ireland which goes far beyond the existing law in England, Wales and Scotland – and the limited changes strictly necessary for the Government to comply with the Northern Ireland (Executive Formation etc) Act 2019. This seems to contradict what your party’s manifesto said: “We will continue to work with all sides to re-establish the Northern Ireland Executive and Assembly so that the people of Northern Ireland can enjoy the full advantages of devolved government for the benefit of the whole community.”

With the Northern Irish assembly being back, it should be up to the elected politicians to decide if they want to liberalise Northern Ireland’s abortion law. Not the UK Government. 

Your Government’s proposed abortion framework is extreme, including introducing disability selective abortion for any disability including Down’s syndrome, cleft lip and club foot, right through to birth. This is just one example of many ways in which the framework goes far beyond what is legally required by the 2019 Act.

I know your Government are currently deciding on whether to go ahead with introducing this extreme abortion framework. I am asking that you urgently scrap the proposals to introduce this extreme abortion framework.
